You can use both although I personally don't trust most of the brown sugar sold in supermarkets. This is why I use whole sugar.
On the other hand, you cannot do without icing sugar because otherwise the caramel will stick to you. And if you use molds remember that you have to sprinkle them before because the same thing will happen to you.
In reality, the amount of sugar that sticks is minimal, especially if at the end you move them well through the sieve.
