      They can be cooked in milk or in water or half and half.

    I made them this morning and they are delicious!
    The explanation does not specify when to add the cinnamon. I added it before the topping and stirred it manually with the spoon.
    I also didn't have vegetable milk and I put cow's milk. They turned out great.
